Site admin configuration for campaigns

Using campaigns requires a code host connection to a supported code host (currently GitHub, Bitbucket Server, and GitLab).

Site admins can also:

• Configure repository permissions, which campaigns will respect.
• Disable campaigns.
• Disable campaigns for non-site-admin users.
